Sipes, with the sanction and authority of this the Seventh Veteran Volunteer Cavalry Association, presented herewith, together with the complete roster of the Regiment, complete to this date, is hereby approved and accepted”. (date approx. 1905?).
    “Col. William B. Sipes was in 1860 editor of the Pottsville Register, a weekly democratic paper. In the war of 1861-1865 he led a company of Infantry, as captain…he later received authority to raise a Regiment of Cavalry, the seventh Pennsylvania Cavalry”.
